Bio | Born in New Jersey, Payne attended Seton Hall University as well as Springfield College. He worked in finance as well as teaching for some time before being elected a member of the Essex County Board of Chosen Freeholders. In 1989, he was elected a member of the United States House of Representatives from New Jersey’s 10th District and remained incumbent in this position until 2012. |
