David D. Phelps
Bio | Born in Illinois, Phelps attended Southern Illinois University in the 1970s. Utilizing his degree, he taught for many years after graduation and became an administrator. He eventually became a member of the Illinois House of Representatives from 1984-1998. Directly following his time in the Illinois House of Representatives, Phelps successfully ran for the United States House of Representatives. He was a member from Illinois’s 19th District. He was incumbent from 1999-2003. After serving in Congress, he became a member of the Saline County Board. |
